Create message first whatsapp message

Testing the API i was able to create messages on an open ticket and the test user recieved it only after messaging first.

I understand that this is the expected behavior per whatsapp API's rules. Is there a way to apply "create a message" that complies with Meta's guide to contacting the user first?

If you guys can provide specfic documentation or an example for this use case would be awesome
